Windows Shutdown Delay

I'm trying to cleanly shutdown my hyperV the server  which is connected by USB.
In my events file I have

2016-10-31 10:07:25 -0000  Initiating system shutdown!
2016-10-31 10:07:25 -0000  User logins prohibited
2016-10-31 10:10:25 -0000  Attempting to kill the UPS power!

in my Windows system event log at 10:07
The process C:\Program Files (x86)\apcupsd\bin\shutdown.exe (GIGASERVER) has initiated the shutdown

so  all would seem to be okay however on restart I have an error
The previous system shutdown at 10:11:07 on ‎31/‎10/‎2016 was unexpected.

I suspect this is because of the attempt to kill power before the server has been able to shut down because of the virtual machines.

I have read the manual and also the conf file but cannot find where the three-minute delay is specified between initiating system shutdown and attempting to kill power.

Can someone please advise how to increase  the delay.
